Current guidelines for rent increases for RENEWAL leases between October 1, 2016 and September 30, 2017 in Rent Stabilized Apartments are 0% for one year leases and 2% for two year leases. For more information see:

VACANCY allowances are 20% for a one and two year lease. This vacancy allowance is based on the last legal regulated rent in effect for the apartment. Restrictions apply for preferential rents. The sublet allowance is still 10%. Only one vacancy allowance is permitted in a calendar year. There are additional allowances for apartments which have not had a vacancy allowance for 8 years or more. More information can be found at this link.

The special guideline for an apartment entering Rent Stabilization from Rent Control is the greater of 30% above the MBR or the HUD Fair Market Rent.
